Buying heating and cooling in Eugene, Oregon

Lane County, from the state license record, the utilities' own pages and NOAA's climate normals. The most important fact for a Eugene heat pump: most of the city is not Energy Trust electric territory.

Most of Eugene is not Energy Trust electric territory

Energy Trust of Oregon serves customers of five utilities: PGE, Pacific Power, NW Natural, Cascade Natural Gas and Avista. The Eugene Water & Electric Board, which the City of Eugene says “provides most of the city's electricity,” is not one of them. Nor is the Springfield Utility Board. Lane County's own utility list adds Lane Electric Cooperative, Emerald PUD, Blachly-Lane Electric Cooperative and Central Lincoln PUD. Pacific Power's service map labels Junction City, Creswell and Cottage Grove.

How Energy Trust of Oregon works, in two lines. Its residential heat pump incentives are “only available to residences serviced by PGE and Pacific Power,” and they require the heat pump to replace electric heat. Its gas furnace incentive ($1,600 for a 95% AFUE or better furnace) is only for homes whose gas comes from NW Natural, Cascade Natural Gas or Avista — and only for a single-family rental, an attached home or an income-qualified household; the 2026 Oregon sheet lists no gas-furnace incentive for an owner-occupied detached house. So the utility named on your bill decides which column you are in. The three-question rebate checker walks through it.

The practical upshot: a Eugene house with EWEB electricity and NW Natural gas (the gas utility the City of Eugene names) can be in Energy Trust's column for a gas furnace and in EWEB's column for a heat pump. Any quote for a Eugene heat pump that leans on an “Energy Trust rebate” is worth one question: which utility is that paid through?

What EWEB and SUB offer instead

Both run their own heat pump programs, and both offer something Energy Trust does not: a 0% loan.

Utility heat pump programs, as listed on each utility's own pages, read 29 September 2026
UtilityDucted heat pumpDuctless heat pumpConditions noted on the page
EWEB$1,000 rebate, or a 0% loan up to $15,000$800 rebate, or a 0% loan up to $6,000 for one indoor head plus $2,000 per extra headPre-approval required. Standard customers choose the rebate or the loan, not both. Income-qualified owner-occupied homes: $6,000 ducted / $4,500 ductless rebate, which can be combined with the loan.
Springfield Utility BoardConverting from an electric forced-air furnace: $1,250 rebate or a $7,000 0% loan; $1,500 or $7,000 for a variable-speed unit. From other heat: $600 rebate, no loan.$800 rebate, or a 0% loan up to $4,000Read the equipment and contractor requirements on SUB's page before buying.

Two things fall out of that table. First, SUB lists a $600 ducted rebate for a house converting from heat other than an electric furnace, which is a path for a Springfield gas home that Energy Trust's heat pump incentives do not offer. Second, EWEB's income-qualified rebates are several times the standard ones. Check EWEB (ducted), EWEB (ductless), SUB (ducted) and SUB (ductless) before you sign.

McKenzie Valley: local news reported that about 2,500 EWEB customers along the McKenzie Highway corridor were moved to Lane Electric Cooperative on 1 May 2026. If you are up the valley, confirm which utility bills you now before you rely on an EWEB program.

Climate: more frost than Portland, less air-conditioning

NOAA's 1991–2020 normals at Eugene's airport count about 52 nights a year at or below freezing and 0.4 nights at or below 10°F. Heating degree days run about 12% above Portland's, while cooling degree days are the lowest of the Willamette Valley stations on these pages, a bit over half of Portland's.

What it changes: in Eugene a heat pump is bought mainly as a heater, so the heating ratings (HSPF2, and capacity at low temperature) matter more than the cooling rating. A ducted system with electric backup should carry a thermostat lockout so the strip heat does not run when the heat pump could; Energy Trust and the heat pump guide use 35°F as that floor. Ask which outdoor design temperature the load calculation used.

Licensed heating and cooling contractors registered in Lane County

Counted from the State of Oregon's CCB Active Licenses dataset (g77e-6bhs), filtered to businesses whose registered name indicates heating, cooling, mechanical, refrigeration or sheet-metal work. The CCB record has no trade field, so this is a name filter: a general contractor or a plainly named firm that installs furnaces will not appear, and the true number is higher. For scale, the same dataset held 3,079 active licenses of every trade registered in Lane County on 29 September 2026. Registered address is where a license is held, not where the business works.

  • 23 of 45 have been licensed for 10 years or more; the middle (median) licensee has been licensed for 10 years.
  • 5 show no bond amount and 6 show no liability-insurance amount in the published record. That can mean an exempt or non-residential license type rather than a lapse, so ask, and check the CCB’s own search.

What it should cost

The installed-cost ranges on this site are Portland-metro figures, and no primary source publishes separate ones for Eugene. Treat the cost page as a starting point, get the equipment and the total in writing, and compare like with like. Up to three quotes from CCB-licensed contractors is the fastest way to a local number.

“Oregon requires a heat pump now.” Not for a replacement. Section N1105.8 of the 2026 Oregon Residential Specialty Code applies to new dwellings where split-system air-conditioning is installed; it is the same statewide, Eugene included. The code language is here.

Four questions before you sign anything

  1. What is your CCB number? Then check it. Hesitation is an answer.
  2. Which equipment, exactly? Manufacturer, model number, and the AFUE, HSPF2 or SEER2 rating in writing. Every rebate on this page turns on the exact rating.
  3. What is the total installed price — permit, electrical, duct changes and haul-away included — before any rebate?
  4. Who pulls the permit? If the answer is “we don't usually,” that is the answer.
