Buying heating and cooling in Bend, Oregon

Deschutes County, from the state license record, the utilities' own pages and NOAA's climate normals. Central Oregon is a different heating climate from the Willamette Valley, and the equipment decision should look different too.

Climate: this is where the cold-weather rating decides it

NOAA's 1991–2020 normals for Bend count about 168 nights a year at or below freezing, 8.9 nights at or below 10°F and 1.9 nights at or below 0°F. Redmond's airport is colder still. Bend's heating degree days are about 60% higher than Portland's.

NOAA 1991–2020 annual normals (averages, not design temperatures). Bend also averages 1.9 nights a year at or below 0°F; Redmond 3.3.

What it changes:

  • The heat pump's low-temperature numbers are the specification, not a detail. Ask for the COP at 5°F and the share of rated capacity delivered at 5°F for the exact outdoor and indoor model pairing. Energy Trust's extended-capacity tier uses the 2025 CEE Tier 1 Path A floor: COP at 5°F of at least 1.75 and at least 60% of rated capacity at 5°F versus 47°F (heat pump guide).
  • Ask what the backup is, and when it runs. On the coldest nights something has to cover the gap. Electric strip heat is simple and expensive to run; a gas furnace paired with a heat pump (a “hybrid” or dual-fuel system) is common where gas is available. Know the trade-off: Energy Trust's ducted and extended-capacity heat pump incentives rule out gas backup, and its gas furnace incentive is not paid on a furnace used as heat pump backup.
  • Ask which outdoor design temperature the load calculation used. A system sized to Valley assumptions will come up short here.
  • Summer: Redmond averages about 32 days a year at or above 90°F, twice Portland's count, while Bend's count is close to Portland's. A heat pump covers both jobs.

Which utility serves you: Pacific Power, or a co-op

  • Pacific Power's service map labels Bend and Redmond. Pacific Power customers are in Energy Trust territory for heat pumps.
  • Central Electric Cooperative serves parts of seven counties including Deschutes, with offices in Redmond, Sisters and Bend. Its address map shows whether a location is served by Central Electric, by Pacific Power, or may be served by either. Around Bend and Redmond, that map is the authority.
  • Midstate Electric Cooperative is headquartered in La Pine.
  • Gas: Cascade Natural Gas lists Bend, Redmond, La Pine and Sunriver among its Oregon communities. Sisters is not on its list. Cascade customers are in Energy Trust territory for gas.

How Energy Trust of Oregon works, in two lines. Its residential heat pump incentives are “only available to residences serviced by PGE and Pacific Power,” and they require the heat pump to replace electric heat. Its gas furnace incentive ($1,600 for a 95% AFUE or better furnace) is only for homes whose gas comes from NW Natural, Cascade Natural Gas or Avista — and only for a single-family rental, an attached home or an income-qualified household; the 2026 Oregon sheet lists no gas-furnace incentive for an owner-occupied detached house. So the utility named on your bill decides which column you are in. The three-question rebate checker walks through it.

The co-ops' own heat pump rebates

As listed on each co-op's own pages, read 29 September 2026
UtilityDucted heat pumpDuctless heat pumpConditions noted on the page
Central Electric Cooperative$200 up to $2,050 depending on the case. Example: converting from an electric furnace, $1,000 without duct sealing, $1,850 with it.$1,500 replacing an electric furnace; $700 replacing zonal heatPre-approval required.
Midstate Electric CooperativeConverting from electric forced air: $1,560 variable-speed, $1,250 non-variable. Upgrade: $600.$920 replacing electric heatSubmit within 180 days.

Central Electric's duct-sealing bonus is the notable line: sealing leaky ducts at the same time is worth $850 on the example above. Check CEC (ducted), CEC (ductless) and Midstate for the current terms.

Licensed heating and cooling contractors registered in Deschutes County

Counted from the State of Oregon's CCB Active Licenses dataset (g77e-6bhs), filtered to businesses whose registered name indicates heating, cooling, mechanical, refrigeration or sheet-metal work. The CCB record has no trade field, so this is a name filter: a general contractor or a plainly named firm that installs furnaces will not appear, and the true number is higher. For scale, the same dataset held 3,693 active licenses of every trade registered in Deschutes County on 29 September 2026. Registered address is where a license is held, not where the business works.

  • 1 show no bond amount and 1 show no liability-insurance amount in the published record. That can mean an exempt or non-residential license type rather than a lapse, so ask, and check the CCB’s own search.

What it should cost

The installed-cost ranges on this site are Portland-metro figures, and no primary source publishes separate ones for Bend. Treat the cost page as a starting point, get the equipment and the total in writing, and compare like with like. Up to three quotes from CCB-licensed contractors is the fastest way to a local number.

“Oregon requires a heat pump now.” Not for a replacement. Section N1105.8 of the 2026 Oregon Residential Specialty Code applies to new dwellings where split-system air-conditioning is installed; it is the same statewide, Bend included. The code language is here.

Four questions before you sign anything

  1. What is your CCB number? Then check it. Hesitation is an answer.
  2. Which equipment, exactly? Manufacturer, model number, and the AFUE, HSPF2 or SEER2 rating in writing. Every rebate on this page turns on the exact rating.
  3. What is the total installed price — permit, electrical, duct changes and haul-away included — before any rebate?
  4. Who pulls the permit? If the answer is “we don't usually,” that is the answer.
